DESCRIPTION:The European Network of Ombuds in Higher Education welcomes to this years conference. As usual\, the conference will include an academic as well as a social programme. The ENOHE conference planning committee is taking proposals for papers and posters until January 10th 2024. For more information on the call for papers and posters\, see the link at the bottom of this text. \nThe theme of this years conference will be: From Plato’s Academy to Portugal: Democracy. diversity\, and the role of the ombudsperson in higher education. \nENOHE’s 2022 conference took place in Athens\, Greece\, close to the site of Plato’s Academy – arguably the first ‘university’ in Europe.  The 2023 conference took place in Prague\, Czech Republic – where in 1989 a student demonstration sparked the Velvet Revolution. ENOHE’s 2024 conference will take place in Covilhã\, Portugal – 50 years after the Carnation Revolution and Portugal’s transition to democracy.  With democratic principles and transparent governance procedures on the agenda for higher education institutions\, how do the roles of the ombudsperson and students’ associations ensure equity\, fairness\, diversity and inclusion in higher education?  How are the needs and expectations of students balanced against the requirements of their institutions – and what part does the ombudsperson play in balancing the dynamics of power? \nENOHE’s 2024 annual conference will include plenary and working sessions on these topics and – for the first time – poster sessions.  A complementary social programme will also be available. \nMore information will be made available as the date approaches. \n  \nFor questions regarding the conference: Please email conference2024@enohe.net . \nCall for papers and posters: CALL FOR PAPERS: ENOHE ANNUAL CONFERENCE 2024

SUMMARY:Webinar: Data Management Software for Ombuds Offices - Case Study from a Portuguese Higher Education Student Ombuds Office
DESCRIPTION:Since 2018\, with the implementation of the European Union General Data Protection Regulations\, Higher Education Institutions have had to adapt their policies in order to handle individual data in accordance with the regulations. Moreover\, a key-point of Ombuds work is the guarantee of confidentiality and data safety for the people who contact our offices. \nRaising awareness regarding this matter strengthens institutions and contributes to the Sustainable Development Goal 16 of United Nations. \nWith this in mind\, the Student Ombuds Office (SOO) at the University of Beira Interior (UBI) together with the Pro-rectorate for Digital Transition and the Data Protection Officer designed\, developed and implemented a software programme with the following aims: \n\nOrganise and Store Information;\nGuarantee of Data Protection;\nDigital Transition;\nMeet GDPR requisites;\nData analytics.\n\nThe data is stored in a structured way in order to facilitate analysis of the enquiries received by the SOO. It should be possible to enter a request into the application and store it in a database\, as well as to modify and view these enquiries. \nFor Data Analytics purposes\, it is possible to export quantitative data in a standardised format\, to enable subsequent analysis. In addition\, the application should generate a well-structured PDF file with the analyses created. SUMMARY:Webinar on how to deal with gender-based violence: The potential role of Ombuds Offices in case handling
DESCRIPTION:In its series of online events for members and non-members and as part of its annual working program\, ENOHE is offering a special interactive (Q/A) webinar on gender-based violence and sexual harassment. \nThe issues are of increasing relevance in several working environments in higher education institutions (HEI’s). There are many different forms of explicit gender-based misbehaviors and/or violence and differences in how ombudspersons deal with them. They also arise from the fact that there are many different sexual orientations and identities\, such as lesbian\, gay\, genderqueer\, bisexual\, demi sexual\, transgender\, etc. Since the student (and staff) populations of HEI’s are very diverse\, so are the issues connected to the subject matter. \nMain aspects of personal identities such as ethnicity\, culture\, age\, education\, and socio-economic status have additional impacts on the professional as well as the interpersonal relationships between university members per se. Since HEI’s are hierarchical institutions\, with clear power structures and the potential for abuse of power\, this can also happen within professional relationships\, romantic relationships and through sexualized actions. \nA big EU-funded project\, the UniSAFE project\, aims to produce better knowledge on gender-based violence and to translate this knowledge into operational tools which will be presented during the webinar. Ombuds offices are delving into the broad topic of sexual misconduct in various ways. In its 2021 annual report the ombudsperson of Luxembourg University differentiates between sexual harassment\, sexual violence\, and sexual extortion. \nThe Office of the Independent Adjudicator in England & Wales delivered a Westminster Briefing on proactive approaches to tackling sexism on campus. DESCRIPTION:ENOHE will now start offering peer case consultation. \nWe will start this new service with a kick-off webinar 18 January 2023 at 1600 CET. \nBoth the kick-off seminar and consultations are for ENOHE members only and free of charge. \nIf you want to become a member of ENOHE\, please fill out this form\, and we will get back to you as quickly as possible. \nIntroduction\nThe intention of case supervision and case consultation is to advance professional development and practice\, but one approach stands out: Intervision. \nIntervision\, also known as peer group supervision\, is an approach to embed peer-led reflective practice\, where professionals and colleagues can consult the expertise of others to gain valuable new insights in a structured consultation process. \nOur ombuds colleagues at universities in Germany have been using peer group supervision successfully to develop their work as ombuds. \nThe Board of ENOHE has decided that we should offer peer group supervision for a designated period and with a small group of members. \nWe start this period off with a kick-off webinar followed by intervision meetings. SUMMARY:Webinar: The Role of Ombuds in Increasing Student Input into Higher Education Governance. What’s behind and/or beyond it?
DESCRIPTION:Students are the most important reason for the existence of higher education institutions. \nSince 1982 ESU\, the European Student Union (and its predecessor organisations) have been fighting for students’ rights around Europe. This includes the foundation and installation of student representative organisations in their respective countries. \n  \nThe importance of student representation within higher education governance is being recognised both in higher education and society. in 2001 at their Bologna Ministerial Conference\, member countries of the EHEA (European Higher Education Area) agreed the importance of student representatives in higher education and included them in awareness raising as consultative members. But over 20 years later\, not all EHEA countries have students’ unions at a national level. \n  \nStudent representation is also fundamental to shape Higher Education and to balance power within this system. DESCRIPTION:Wednesday 8 June (start time 09.30)\, Thursday 9 June and Friday 10 June (end time 16.00) \nThe 2022 ENOHE conference will include a mix of plenary sessions and working sessions in a variety of formats. There will also be keynote speeches on relevant topics in the world of higher education. Plenary speakers confirmed to date include: \n\nPegi Pavletić\, European Students Union\nOltion Rrumbullaku\, current Head of Bologna Follow Up Group Secretariat at EHEA\n\nThere will also be opening speeches by high-ranking representatives of the Greek Ministry of Ministry of Education and Religious Affairs and of the European Commission. \nWorking sessions cover a diverse range of topics highly relevant to our varied roles\, with speakers from around the world. \nFind the full programme here. \n  \nENOHE Information Session and ENOHE General Assembly \nFor all conference participants there will be a short information session with a news update on what is going on within ENOHE\, including the ENOHE 2021-2025 five years’ strategic plan and the ENOHE 2022 working plan included. \nFor ENOHE members there will be a General Assembly held on the first conference day (Wednesday) right after the end of the working sessions. DESCRIPTION:ACCUO and ENOHE have co-organized a project to examine the book Tell Me Who You Are: Sharing Our Stories of Race\, Culture\, & Identity by Winona Guo and Priya Vulchi. \nThis book follows two American high school students who travel across the USA talking to people from various industries\, races\, and identities. They realised that throughout their high school experience they had not heard any meaningful discussions about racism. \n\nWe aim to create a low-barrier open forum to discuss the book\, its contents\, and the ways in which its ideas may inform our practice.\nThis inter-organizational collaboration provides an opportunity to build relationships and exchange ideas with colleagues across borders. This will also serve as a forum to compare what sort of conversations are happening about race and identity in North America\, Europe and beyond.\nOur plan is to meet early March\, and then again in late April\, so folks have an opportunity to engage in meaningful discussions around topics such as race\, identity\, intersectionality\, and strategies for effective change in your context.

SUMMARY:Webinar: Confidentiality\, Anonymity and GDPR - Balancing Needs and Rights in Complaint Handling
DESCRIPTION:The first ENOHE webinar of the year will discuss: Confidentiality\, Anonymity and GDPR – Balancing Needs and Rights in Complaint Handling \nOur three speakers will cover the legal context and Europe’s General Data Protection Regulations (GDPR); the challenges when a complainant requests anonymity when making a complaint; and considerations around appropriate levels of confidentiality in case handling. \nSpeakers \nLisa Ibenfeldt Schulz has recently retired from her post as Data Protection Officer at the University of Copenhagen and brings a wealth of knowledge on the legal front. \nJean Grier has retired from the University of Edinburgh\, where she was Head of Investigations and Student Casework.  She still works with a number of universities in the UK and Ireland\, and is Vice-President of ENOHE. \nFelicity Mitchell is the Independent Adjudicator at the Office of the Independent Adjudicator (OIA)\, the independent Ombuds set up to review student complaints in England and Wales. \nAbstract\nEurope’s GDPR – General Data Protection Regulations – brought some changes to how we handle personal data. At the same time\, a student making a complaint might often ask for it to be handled ‘with complete confidentiality’ or might even look for assurance that they can complain anonymously. But the respondent (whether an individual or a department) needs to know what allegations have been made\, in order to respond in a meaningful way and hopefully with a view to resolution of the issues. \nHow do we\, as Ombuds and investigators\, balance the desire of complainants for the protection of ‘complete confidentiality’ with the natural justice rights of the respondent? How do we provide reassurance to both parties in a dispute and notify the complainant of the outcome without breaching the respondent’s privacy? And under what circumstances can we take matters no further in an ‘anonymous’ complaint? \nFormat\nThis webinar will be held online via Zoom and will run for a maximum of two hours\, 11.00 – 13.00 CEST.
