Biography in English:
Marianne Høva Rustberggard has worked as an ombud in higher education for over a decade. In 2013 she became Norway’s first ombud for students at the University of Oslo (UiO). She currently heads the Ombud for Students Office at UiO, which since its establishment has grown to serve a total of 15 universities and university colleges in the Oslo region.
Marianne has played a central role in the development and professionalisation of the ombuds role in Norway. In 2019, independent ombuds for students became a legal requirement at all Norwegian universities and university colleges. ENOHE was mentioned in the documents leading up to this legislation, underlining the network’s importance – both for exchange of experience and professional development, and as an actor influencing policy-making and structural development.
Marianne is a lawyer and also holds a Bachelor of Arts. In 2023 she became a certified mediator by the Norwegian Bar Association. As a student she held several leadership positions in student politics and student organizations. She is also engaged in voluntary work and business activities through various board positions.
She has been a member of ENOHE since 2014, was actively involved in the informal ENOHE Steering Group from 2014 to 2019, and served on the Board from 2019 to 2023.

Marianne Høva Rustberggard har arbeidet som ombud i høyere utdanning i over et tiår. I 2013 ble hun Norges første studentombud ved Universitetet i Oslo (UiO). Hun leder i dag ombudskontoret ved UiO, som siden oppstarten har utviklet seg til å betjene til sammen 15 universiteter og høyskoler i Oslo-regionen.
Marianne har vært sentral i utviklingen og profesjonaliseringen av ombudsrollen i Norge. I 2019 ble uavhengige studentombud lovpålagt ved alle norske universiteter og høyskoler. ENOHE ble omtalt i dokumentene som ledet frem til lovfestingen, noe som understreker nettverkets betydning – både for erfaringsutveksling og profesjonell utvikling, og som aktør med innflytelse på politikkutforming og strukturbygging.
Marianne er jurist og har i tillegg en bachelorgrad innen kultur og samfunn. I 2023 ble hun sertifisert mekler av Advokatforeningen. Som student hadde hun flere ledende roller innen studentpolitikk og organisasjonsliv. Hun er ellers engasjert i frivillig arbeid og forretningsvirksomhet gjennom ulike styreverv.
Hun har vært medlem av ENOHE siden 2014, og har deltatt aktivt i den uformelle ENOHE “Steering Group” fra 2014 til 2019, og og satt i styret fra 2019 til 2023.
